It was due to be an offence to supply scooters to younger people under new legislation.
However, it's believed the rule would have been unenforceable.
Conor Faughnan has said the problem caused by ebikes could also be caused by a bicycle.
He agrees that new legislation should be brought in to enforce rules around ebikes.
He told KFM the maximum speed limit for ebikes will be set 25kph.
