Cllr. Kelly recommends DNA testing be put in place.
Dog poo is a major issue in Naas and across the county.
Councillor Carmel Kelly of Fianna Fail commented: " There's Big issue of Dog Poo in the Naas MD.
"It's only a minority of people who are causing this problem for the majority.
"A former mayor of Liverpool had recommend giving people, who snitch on others for not picking up dog poo, a year free off their property tax," she said.
Cllr. Kelly has said this is one thing that could be implemented to try and deter people
"We have a huge issue with Dog poo in the Naas MD, especially bad since the lockdown .
"It's been labelled the dog poo plague," she insisted.
Cllr Kelly thinks dog poo should be DNA testing.
"Get the dogs poo and DNA test it and trace it back to the dogs.
"Or we need to go to the schools and educate children from a young age.
"We did this with recycling and seatbelts, so we know it works," she added.
