Four HSE regions are to lose power over day to day spending.
The Public Expenditure Minister is taking the action due to an overspend of hundreds of millions of euro.
It's understood the HSE regions are in the West and North West, the South West, Dublin South East and Dublin and Midlands.
"We've a Minister for Public Expenditure telling us we need to spend less, yet we also have a Minister for Finance giving tax-breaks to private companies, Kildare is specifically harmed by decisions like this, because our population for over 75s is set to double by 2032."
Speaking on the Irish Times "Inside Politics" podcast Public Expenditure Minister Jack Chambers described the overspend as "completely unacceptable".
He says much greater controls will be introduced on all elements of pay and non-pay spending.
