Speaking yesterday, he said that his intention is to make college "as affordable as possible" and to prevent money being an education barrier.
However, he accepted that it would be a "tough budget" this year and that he will work with the funding made available to him and his Department.
Minister Lawless had also urged people to consider renting a spare room in their house as the new college year begins.
Eligible homeowners can earn up to €14,000 tax-free while students, or their parents, can avail of a rent tax credit of up to €2,000 per year, something only 45% of digs students were aware of.
