That's according to Fianna Fail's Kildare North TD James Lawless.
Speaking on Kildare today, he said the homes offer a security of tenure.
His comments came following an announcement that The Land Development Agency is to open applications for 52 cost-rental apartments in Leixlip from next Monday.
The apartments are being made available on Harpur Lane in Leixlip, ranging from €1,357 a month for a one-bed to €1,585 for a two-bed apartment.
The cost-rental model, which is open to those who do not qualify for social housing, offers rents that are at least 25% below market rates.
However, Sinn Fein's North Kildare TD Réada Cronin said people are struggling and the rents are still way too high.
She said we are "not in New York or Paris".
