2 councillors had requested the assessment.
Kildare County Council says it can't conduct parking and footfall survey in Kilcullen.
It was asked to do so by councillors Tracey O’Dwyer and Rob Power.
They say the study should be undertaken in preparation for development of the Local Area Plan, " and in support of the village design strategy currently being carried out by Kilcullen Community Action Group"
KCC say, because of resource constraints, it can't "commit to further Transport Strategies until such time as current strategies are completed."
The council adds "The Roads Projects team are working on the development of Transport Strategies in conjunction with the Planning Department and their priorities in terms LAP reviews. The Roads Project team have completed the Naas-Sallins Transport Strategy and the Athy Area Based Transport Assessment (ABTA). The Kildare Town Transport Strategy has recently progressed through a public consultation process and is due to be completed in the coming months. The Maynooth Transport Strategy has recently commenced, and the Newbridge Transport Strategy is to commence following the completion of the Kildare Town Transport Strategy."
