Leitrim waived their ticket charges last year to support businesses while Roscommon has free parking in place.
In Kildare, the publication reports, 14,500 parking tickets were issued in that period.
That's 12,000 ferwer that the period 12 month period.
Paid parking was not suspended in council-owned facilies, but the grace period before fees were required, or fines imposed, was extended.
