The Deputy also suggested an increase of the Derelict Site Levy from 7 per cent to 10 per cent.
Fine Gael and Kildare North TD Joe Neville has raised concerns about the issue of dereliction in the county.
He believes the issue is hindering people and groups from rejuvenating local communities.

Speaking in the Dáil, Deputy Neville said he had spoke to people from two different towns in north Kildare about the issues:
"This week I had a couple of representatives from two different north Kildare towns looking to meet and to see what we could do."
Neville acknowledged the people doing a "huge amount of great work" in efforts to revitalise their town centres, but are being "held back by derelict properties".
"Ultimately a lot of our towns are growing communities, growing populations with growing needs, we need more childcare facilities, new family resource centres. If our towns and villages are going to be emptier, we need to replace them with facilities.
"The problem is dereliction often happens in the centre of towns, how is it that more was going on when 2,000 people lived there than when 22,000 people are living there. We're not getting the centres revamped for the growing population, if anything they become separated from where they originated from."
He said the Local Authorities should be "pushing to invest" in these centres, with the aim of tackling vacancy and dereliction issues within areas of the county.
