The Minister said responsibility for accelerating refuge delivery lies with Cuan, the State agency set up to tackle domestic, sexual and gender-based violence.
He outlined national targets, saying 52 new family refuge units and 45 safe homes are to be delivered by the end of 2026, with a further 50 units under construction.
However, he confirmed that North Kildare is not included in those plans.
Domestic violence services in Kildare are currently provided by Teach Tearmainn, which operates four refuge units and two safe homes across the county.
The Minister said Cuan provided €915,000 in funding to Teach Tearmainn last year and has allocated provisional funding of €930,000 for 2025, with ongoing engagement planned to develop services.
