Price caps on energy prices are the fairest way to bring down household expenses, according to People Before Profit TD Richard Boyd Barrett.
The opposition party is calling for the government to use its legal powers to impose a maximum unit cost for electricity, gas and home heating oil.
"I don't think it's practical to means test people.
"I think we need to cap the unit price on energy," he said.
"We need higher taxes on the highest earner in society.
"Many people are going to be truly shocked, at €800 or €900 euro on bills in the next year," he said.
People Before Profit have called for the current Carbon Taxes to be withdrawn.
"One of a series of measures that needs to be taken is to withdraw the carbon tax.
"One hundred euro is a pathetic amount to give towards electricity and it was never going to be enough," he insisted.
"We were very clear at budget time, that the small tax reductions that the government gave in the budget were not enough.
"Workers are facing pay cuts because of the rising costs of living against the wage increases," he added.
Richard Boyd Barrett thinks the government should follow Spain's Tax reduction measures and reduce VAT from 21% to 10%.
