The proposal is by the Health Insurance Authority.
People with health insurance will get a once-off reduction in the government levy attached to their policy.
The refund will be worth €45 this year for most policy holders, reducing to €35 for those with plans which only cover hospital treatments.
The annual levy is used to fund the Risk Equalisation Fund, which in turn is used to support the community rating principle.
