The changes will allow homeowners to benefit from up to €5,600 in grant money if their home is deemed suitable to have a heat pump installed.
Qualification for retrofit grants to replace windows and doors is set to be expanded.
Environment Minister Darragh O'Brien will change the current rules to allow those retrofitting step-by-step to apply for the grants.
Up to now it had to be part of a deep retrofit of a property.
