The waiting time for the Warmer Homes Scheme has lengthened to 26 months, and the number of projects completed have plummetted.
Over 6,500 applications were completed in 2017 compared to just over 1,500 last year.
Less than 50% of the budget for the scheme, an allocated €50 million, was spent last year.
Issues affecting the programme include availability of contractors, and the amount of paperwork involved.
