Transport Minister Darragh O'Brien is planning to increase the minimum age from 16 to 18 in late September or early October.
From today, e-scooter users must wear a helmet and hi-vis clothing, or face a €100 fine.
It follows a number of e-scooter incidents which have led to serious injuries in recent months.
