It says drinking even small amounts of alcohol can be harmful.
Mothers to be who consume alcohol are risking their unborn babies' development, according to the HSE.
It comes on International Fetal Alcohol Spectrum Disorder day.
The disorders can be responsible for learning difficulties and behavioural issues in children.
The HSE is warning mums-to-be, to be aware of the dangers of drinking during pregnancy.
It says even a small amount of alcohol at any stage in a pregnancy, can harm a baby's development.
The World Health Organisation says Ireland has the third highest rate of FASD in the world.
Consultant in public health with the HSE, Dr Mary O'Mahony, explained the risks:
