Junior Minister Mary Butler suggested allowing access to under 17s would face legal issues as its under the age of consent.
The government should publish any legal advice it has received in relation to age limits for free contraception, according to Labour.
From next August, 17 to 25 year old women will be able to access free contraception as part of measures announced in the Budget.
The age limit has been criticised, but Junior Minister Mary Butler suggested allowing access to under 17s would face legal issues as its under the age of consent.
Labour Senator Rebecca Moynihan says there shouldn't be any issues, and called on the government to publish any legal advice it has received
