Legislation banning the sale of e-cigarettes to those aged under 18 is expected to be enacted before the summer recess.
Minister for Health Stephen Donnelly will bring the finalised bill to Cabinet for approval this morning.
This legislation will limit the type of retailers that can sell nicotine-inhaling products.
Advertising near schools and on public transport will also be prohibited.
This is aiming to limit children's exposure to messages normalising these cigarettes.
The sale of e-cigarettes to adolescents is already banned in a number of European countries.
