Fiosrú today published its first annual report, covering the nine months between April and December last year
New figures show 2,706 complaints were made to Fiosrú about Gardaí last year.
More than a 27% of complaints related to dissatisfaction with Garda investigations, the single biggest issue raised by members of the public.
Roads policing accounted for 15% of complaints, while a further 12% involved concerns about the conduct of Gardaí during arrests.
Overall, just over half of all complaints received by Fiosrú were deemed valid.
It comes as Fiosrú today published its first annual report, covering the nine months between April and December last year.
The body also opened 30 independent investigations into serious incidents referred by An Garda Síochána, where a garda action - or failure to act - may have resulted in death or serious harm.
The watchdog says dissatisfaction with Garda investigations was the single biggest issue raised by members of the public.
