The Just Transition Commission of Ireland, who give independent, evidence-led advice to the Minister for Climate, have released the report.
The report outlines eight key recommendations, mainly concerning sustainable transport modes, accessibility and safety, and skill and workforce transition.
The report has called for more targeted subsidies for electric vehicles, particularly for areas that don't have public transport available to them.
Speaking on Kildare Today, chair of the advisory body and Maynooth woman Ali Sheridan says that it is a "people-centred report".
"Not everyone has access to alternatives right now, and we have to meet people where they're at and start providing more dynamic supports."
"We've been tasked at applying this fairness lens to how well government is thinking about fairness in designing it's policy and indeed in rolling it out."
Ms Sheridan added that while Government has a positive policy framework in place for fairness, it's not being applied.
