Vardakar made the statements to Fine Gael's parliamentary party.
Every person who wants a Covid-19 vaccine could be offered one by the end of June, according to the Tanaiste.
Leo Varadkar told his party last night it's possible based on international evidence that 10 to 15 percent refuse the jab.
However he said the official target is still to offer 82 percent a first dose in that period.

However, speaking in the Dáil on Thursday afternoon, the Health Minister said offering a vaccine to everyone who wants one by the end of June is a "very ambitious target".
Tánaiste Leo Varadkar claimed it might be possible to do that given 10 to 15 per cent of people in other countries haven't wanted a vaccine.
He said he meant people could have an appointment by that stage - if not an actual injection.
