Local authorities have taken more than 60 enforcement actions against developers nationwide in the past five years for failing to meet social housing obligations under Part V planning rules.
Figures from The Journal Investigates show Kildare County Council could not say how many cases it has taken, as it does not categorise enforcement files by type.
Nationally, many cases involve developers starting construction before agreeing which homes will be handed over for social housing, with enforcement actions rising sharply as building activity increases.

Part V planning rules require private housing developers to set aside a portion of new developments for social housing, to be transferred to local authorities or approved housing bodies.
Originally, developers had to provide 20% social housing under Part V, but this was cut to 10% in 2015 to help boost construction.
The 20% requirement now applies to land bought after August 2021.
From August this year, all new housing developments will have to provide 20% social housing, no matter when the land was bought.
