The Central Statistics Office says the Covid-19 pandemic is continuing to have a "dramatic impact" on international travel.
Its latest data shows more than 311,000 overseas trips were recorded in the first four months of the year.
This is down from the 5.6 million departures recorded in the same period of 2019.
293,700 overseas passengers arrived into Ireland between January and the end of April - down from 3.1 million last year.
