The Minister is appealing to pharmacies to sign up to the scheme so women can get completely free HRT products from June.
However in a statement, the Department of Health says it regrets not being able to reach agreement with the Irish Pharmacy Union, despite engagement over many months.
Pharmacy owner Sheena Mitchell, wants to see free HRT but doesn't think this is the right approach:
