Once voted through, the rule, per regulation, comes into force 28 days later.
That timeline ensures the rule will apply to:
- The Division 2, 3 and 4 finals (28–29 March)
- The Division 1A and 1B finals (4–5 April)
The GAA's director general Tom Ryan says they had considered bringing in the rule sooner, but he feels a 28-day period was needed to avoid 'short circuiting the process'.
