2,393 Kildare applications are among those waiting to be processed.
The Irish Travel Agents Association is calling for the backlog of passport applications to be cleared immediately.
To date in 2021, the Passport Service has received almost 400,000 passport applications, including 2,393 in Kildare.
It says the delays are unacceptable and some people have had to cancel their travel plans.
The association says it's having a very bad impact on the international tourism industry, which is trying to bounce back from Covid lockdowns.
Passport applications are currently taking at least eight weeks to process in some cases.
