It will run for three years as part of the County Development Plan.
The Sallins Local Area Plan is being described as a "plan that can deliver" for the area.
Following more than 1,400 submissions and 18 months of work by elected members, it was adopted on Monday (12 October).
It will run for three years as part of the County Development Plan.
Speaking on Kildare Today, Fianna Fáil Councillor for Naas MD Carmel Kelly believed the plan will be of benefit to the area:
"I've lived here for 26 or 27 years, and when I arrived to Sallins it was a village, it has grown into one of the fastest growing areas in Kildare, if not in Ireland.
"Everyone knows that our social infrastructure hasn't kept pace, our schools and green spaces, we built a shed load of houses and didn't build facilities, and a lot of the submissions were related to that.
Sallins is expected to reach a population of 10,000 in the next decade, with Cllr Kelly remarking that "it's really important for us to know how Sallins is going to develop" in that time.
"We have it written into the plan, that as the houses and future development are being delivered, no longer will we have to wait until a development is finished before we get the playground and the community centre that's really important."
In conclusion, she believed that it was time for developers to "step up to the mark", and that a lack of funding had been an issue in recent years from the council when it came to central funding.
"We have done our bit now, we have written it into the plan, and now we have to hold them [developers] to account. I have a vested interest in this, this is my home patch."
