Over 10,200 "concerns" of abuse were raised with the HSE in 2020.
Safeguarding Ireland is calling on politicians to urgently progress the Adult Safeguarding Bill, which has been lying idle for four years.
There were nearly 3,300 allegations of psychological abuse made to the HSE last year.
Almost 4,700 of the alleged victims were over the age of 80, according to the National Safeguarding Office.
A total of over 10,200 'concerns' of abuse were made last year - down 9 per cent on 2019.
