It was commissioned by the Minister for Health to assess governance and equity in patient access following concerns raised in previous reviews.

The conclusion was reached with significant limitations in data availability and sample size.

The report found no clear evidence of inequity in access to care, however it made a number of recommendations.

They include the development and implementation of a robust waiting list governance framework across specialities.

The specialities were Orthopaedics (including spinal ), Urology and Respiratory Medicine.

The delays affected urgent, semi-urgent and routine patients.
