The former Transport Minister says it wasn't his understanding that the Metro in Dublin would face delays beyond 2027.
Earlier this week the current Minister Eamon Ryan said he can't give a precise year for its development with the belief that it won't be completed until 2034.
The plan for an underground in Dublin from the airport into the city centre was first proposed in 2005
