That's the view of Cork South West TD Michael Collins as the Air Corp and Naval Service monitor the vessels off the south-west coast.
He says the country doesn't seem to have suitable aircraft to watch them.
Deputy Collins says the Russian ambassador must be asked to explain his country's actions:
