A video circulating online appears to show part of the incident, with Mr Sakila being restrained by several security staff following an alleged shoplifting incident, before Gardaí arrived at the scene.
Justice Minister Jim O'Callaghan and Taoiseach Micheál Martin have said that a thorough investigation will be carried out into the cause of death.
