While the average national wait time for social housing is now 33 weeks.
The number of adults in emergency accommodation dropped last year for the first time since 2014.
A new performance report of the 31 local authorities shows the average wait time to rehouse a tenant in social housing is 33 weeks, up from 28 in 2019.
It highlights that 141,000 homes are under local government ownership, with an average vacancy rate of 3 percent.
Meanwhile there were almost 85,000 pollution complaints made to councils last year - an increase of almost 6,000 on 2019.
Leitrim recorded the largest percentage point increase, while Limerick recorded the greatest proportional decrease.
